Expat Services provided by Dutch Pal B.V.
Dutch Pal can provide valuable advice and practical assistance to professionals who wish to work in The Netherlands from outside of Europe, particularly with respect to the processes and procedures that need to be observed.
Dutch Pal is registered with the IND (the Dutch immigration and naturalization authority). We are able to apply for an MVV (a visa allowing the professional to stay in The Netherlands for longer than 3 months) and/or a VVR (the residence/work permit) and because of our registration this procedure takes less time than normally: around two weeks
The application is pretty straightforward; however, the professional in question needs to arrange for a number of documents in his or her country of origin, such as marriage and birth certificates. This is also required of any family members who might accompany the professional, for whom Dutch Pal will also put in an application. During this application procedure we advise the professional and his or her agency about the required documentation and we keep all parties up to date on progress with the application.
In addition to the procedure described above a client might require a so-called pre-screening by an external, third party. In this case the professional will have to provide additional documentation such as a ‘statement of conduct’ issued by local authorities in the country of origin. These documents will have to be applied for by the professional. However, Dutch Pal is always ready to help should this be necessary. For instance, it might be beneficial to provide a letter from your employer Dutch Pal stating why particular documents are required and to ask for expedience in processing the application.
In order to make the process run as smoothly as possible we will provide the professional with the following advice and practical assistance:
The application for an MVV and/or a VVR with the IND can only be made after a contract of employment has been signed by both Dutch Pal and the professional. It is, therefore, very important for the agency to provide a copy of the sub-contract describing the work to be performed, so that an accurate employment contract can be drawn up.
The professional must indicate whether he or she will bring family members, and if so, whether they will be travelling with the professional or at a later date. This enables Dutch Pal to apply for family members at the same time, thereby gaining valuable time in the application process.
The fees for applications that enable foreign nationals to work or study in the Netherlands or to form or reunite a family have gone up as per 1 July 2011. This increase is in line with the coalition agreement, in which is laid down that the fees have to be as cost-effective as possible. The fee increase does not apply to the first application of highly skilled migrants, to Turkish nationals and their family members who can derive rights from the EC-Turkey Association Agreement, or to EU/EEA citizens.
Overview fees as of 1 July 2011
Highly Skilled migrants:
MVV EUR 750; VVR after MVV EUR 188; VVR without MVV EUR 750; Change of purpose EUR 750; Extension of VVR EUR 375.
For (dependent) family members:
MVV EUR 1250; MVV (family fee) EUR 250; VVR after MVV EUR 300; VRR without MVV EUR 1250; Change of purpose EUR 1250; Extension of VVR EUR 375.
This procedure can only be carried out when Dutch Pal B.V. allows the Immigration Services to withdraw the costs of the MVV and or residence permit from their bank account. Where the procedure results in a positive decision by the IND, but the employee decides not to take on the assignment in The Netherlands, Dutch Pal B.V. cannot not be held responsible for the costs incurred.
Therefore, before we start the application procedure with the IND, we will kindly request the contractor or the (end) client (who in some cases is prepared to pay the IND fee) to pay the costs of the MVV and/or VVR upfront to Dutch Pal B.V.
In case of a required pre-screening it is important to provide Dutch Pal with the name of the screening party so that we can ensure that the process runs smoothly and quickly. Dutch Pal will liaise closely with the agency to expedite this.
Once the professional and, if applicable, his or her family members have arrived in The Netherlands, they will get an appointment at the Expat Center where their municipal registration and resident permits will be taken care of. Dutch Pal will set up the appointment with the Expat Center.
Last but not least, Dutch Pal will make all the necessary arrangements needed for any payroller: setting up the salary administration, processing of time sheets, and payment of salary.
The 30 percent ruling will be applied for as soon as the professional has been allocated a ‘sofinummer’ (social security number). Dutch Pal does not charge extra for this service.
